Once the emperor Tiberius is out of the picture, the infamous Caligula can take his place at the head of Rome and establish his reign of terror based on decapitations, prostitutions of senatorial families and cream fist.

Bob Guccione, the very bling bling boss of Penthouse magazine, starts dreaming of Hollywood. He hires the great author Gore Vidal to write a script dedicated to the life of the most decadent of Roman emperors, hires a prestigious cast and a director halfway between eroticism and auteur cinema. Tinto Brass and his main actor, Malcolm McDowell, start by betraying the text to make it pour into satire. Disappointed by the director's visions that were not suave enough for his taste, Guccione sneaks in pornographic scenes added to the editing. The result is a degenerate filmic monster like no other, presented here in its obnoxious integral version.
